In the weeks leading up to the 2024 general election, the Broward County Supervisor of Elections faced a crisis: their official website was plagued by outages, slow load times, and mounting public frustration. The infrastructure, built on an outdated .NET-based CMS, was buckling under the pressure. As one of the largest counties in Florida, serving nearly 2 million residents across 37 cities, the website played a vital role in early voting and election night.

With just weeks to go, Broward County made the decision to initiate an emergency website migration—transitioning the entire public-facing elections site to a secure, high-performance Drupal 10 environment hosted on Pantheon. KWALL was brought in as the professional services partner, tasked with executing under extreme time pressure, ensuring full accessibility compliance, data integrity, and zero downtime on election night.

Our Process

A full content audit and migration began immediately, prioritizing high-value pages like vote-by-mail instructions, polling locations, early voting hours, and real-time results. KWALL implemented a WYSIWYG editor and created user-friendly content types tailored to Broward’s staff needs—enabling decentralized content entry without the need for developer support.

Accessibility compliance (WCAG) was a core requirement, and KWALL performed audits, scans, and remediation throughout the rebuild. Meanwhile, a new hosting platform delivered the technical stability the previous site lacked: advanced caching, CDN integration, and bot protection ensured optimal performance during expected traffic surges

No Outage on Election Day

The new site launched successfully with time to spare before early voting. Performance monitoring showed a dramatic improvement: no downtime, sub-second load times, and a seamless experience for voters seeking crucial election information. While other Florida county election websites crashed under pressure, Broward’s held strong—benefiting from Pantheon’s caching, CDN, and bot protection. The cache hit ratio exceeded 90% throughout the election period—proof that the combined platform and code strategy worked as intended

What’s Next?

With the emergency migration complete and a modern, stable platform in place, Broward County is now positioned to move beyond infrastructure triage and toward long-term digital transformation. The successful deployment of Drupal 10 on Pantheon has laid the technical foundation—but the next chapter focuses on the user experience.

The next step is a full visual and UX redesign in partnership with KWALL. This initiative will:

  • Modernize the site’s look and feel to better reflect the professionalism and transparency of the Elections Office
  • Improve usability for all audiences, including seniors, multilingual voters, and residents with disabilities
  • Simplify navigation and content structure, making it easier to find critical information like registration deadlines, sample ballots, and polling locations
  • Introduce mobile-first design, ensuring a consistent, accessible experience across all devices
  • Strengthen voter trust by clearly communicating security, accuracy, and real-time updates in a clean, intuitive interface
